CHANGE TO ROTARY ATTENDANCE REQUIREMENTS

The 2007 RI Council on Legislation approved over 300 changes in RI’s operating guidelines. Two of them affect attendance. We will be updating our constitution and other policy and procedural documents in the near future to incorporate these and other mandated changes. In the meantime, please note the following:

1- Previously, the minimum attendance requirements included the need to attend 60% of the club meetings in each six month period and at least half of those needed to be attendance in our club with the remaining half done as any acceptable makeup. Those numbers have been changed, The new minimum attendance requirement is that Rotarians must attend or make up at least 50% (instead of the previous 60%) of the meetings each six months and at least 30% of the regular meetings must be in their own club (i.e., not make ups). What that boils down to in numbers of meetings is that the minimum number of meetings attended in our club each six months is eight and make ups is five for a total of 13 meetings (the previous amounts were eight and eight and a total of 16).

2-Previously, individuals excused from attendance for reasons approved by the board as well as those that have requested excused attendance because their total age and Rotary service totaled 85 years were not counted in attendance statistics for the club. The new rule requires that we count as absent all those excused except under the 85 year rule.

APPROVED MAKE UP AND EXCUSAL POLICY

Missed meetings may be made up in a number of ways. Make up meetings are authorized at any Rotary Club meeting anywhere in the world within the time period of two weeks before or after the missed meeting. This also applies to make ups on line at authorized e-clubs. A copy of the location and times of all meetings is normally available at each of our regular Tuesday meetings or the information can be found on the RI web site.  A number of other alternate make up opportunities have been approved by our Board of Directors and are listed below.  The locations and times of local club meetings and several e-club meetings are:

MAKE UPS

The Club Bylaws and Constitution authorize certain make ups for missed meetings and authorize the club Board to approve alternate make up opportunities.  Beginning with approval by the Board of Directors on July 19, 2001, the Alamo Heights Board has approved the following activities as a make up for missed meetings in addition to those authorized by the Club Constitution or By Laws*:

1- Attendance at a full scheduled Alamo Heights Rotary Club Board of Directors meeting (not an ad hoc meeting).
2- Attendance at a full scheduled Alamo Heights Night LLC  Board of Managers meeting (not an ad hoc meeting).
3- Attendance at and participation in any capacity as a volunteer worker at Alamo Heights Night.
4- Attendance at and participation in a scheduled new member orientation meeting.
5- Attendance at and participation as a representative of Alamo Heights Rotary in a regularly scheduled meeting of an Interact or Rotaract Club sponsored by Alamo Heights Rotary.
6- The Club Constitution provides for credit as a make up, attendance at District, Zone, and RI sponsored events/meetings (e.g., RYLA, District Assembly, District Conference, RI International Conventions, etc) as well as activities approved by individual club Boards. For the purpose of obtaining credit, one make up will be authorized for each day or part of a day participating in multi day events/meetings.
7- Participation in approved RI e-club meetings may be used as a make up.
8- Participation in training sessions for duties in an Emergency Shelter or participation in activated Emergency Shelters as a part of the Alamo Heights Rotary Club Emergency Shelter Committee (one make up for each day participating).
9-Participation in evaluation of residences in the Annual Holiday Decoration Contest (one make-up for one evening participation).
10- Attendance at and participation in a scheduled meeting lasting at least 35 minutes of the following committees/entities:  Any of the five Rotary Club standing committees, the Finance Committee, the Nominating committee, and the Board of Directors-elect.
11- Attendance at and participation in any Alamo Heights Rotary Club sponsored community event or meeting that has been (1) recommended by a Board member or committee chairperson; and (2) is approved by the Board of directors as an approved make up event/meeting.

12- Participating in the Club sponsored community service activity in support of Meals on Wheels (one make-up for one day's deliveries).

13- Participation in a complete TABC training session to obtain licensing  for duties requiring that training/licensing at Alamo Heights Night.

14- Participating in at least a one hour meeting involving AHRC scholarships at or with an educational institution or spending at least one hour reviewing AHRC scholarship applications.  In any one week, no more than two one hour meeting/review periods can be used for make up credit.

15- Participating as an AHRC representative Bingo Worker in the Club sponsored community service Bingo fund raising activity.

16- After the fact, and without having prior approval of the Board, the Attendance Committee may approve a request by individual AHRC Rotarians to receive make up credit (which can then be used to count as a make up for a missed meeting) for activities they participate in within the following parameters:

a.  Requests to the committee may be verbal, email, or in writing.

b.  The activity proposed for a makeup must be related to the operation of the AHRC or AHNLLC, or their fundraising or community service activities.  The amount of time involved or type activity is not specified but some relative consistency with the efforts involved in other Board approved make up activities will be considered.

c.  The time frame applied will remain as for all other make ups and an approved makeup may only be counted if the approved activity took place within the time frame two weeks before or after a missed meeting.

d.  While requests for make up should be submitted within a short period of time after the activity involved, there is no prescribed time limit in which the request may be submitted to allow an individual the opportunity to maintain perfect attendance or to keep from being eliminated from membership for not meeting attendance requirements.

 

EXCUSALS

The Club  Constitution/By laws provide for excusals from meetings under appropriate circumstances approved by the Board.  Pending approval by the Board at their next regularly scheduled Board meeting, the President may approve an excuse to miss one or more meetings.
